The Last Speech of General Aung San

Independence means discipline

On 13 July, 1947, just a few days before he was assassinated, National Leader General Aung San gave his last speech at the Rangoon City Hall.

His speech contained advises, which, as usual, were candid and crude and right to the point. With regard to consolidating national unity, perpetuation of independence, refraining from insurrection, for prevalence peace and tranquility and the rule of law and order and living and working dutifully and in disciplined manner.

General Aung San said " Independence does not mean unruliness, it means discipline. Only when there is discipline, there will be independence. What we must understand when we get our independence is that we must be
more disciplined.. as long as there is no unity among national groups and unity among the people of the country, the country, although it may be free, will be a prostitute country whichever party form a government.

You must therefore never perpetrate these two whether others do it or not. This is of paramount importance. The Burmese spirit is good in a wrong way but in rightful places it is not so. The Burmese could not utilize it for regaining independence.

They don't want to utilize in national development tasks. The Burmese want to utilize it to fight against Burmese. If you want to do this, there will be no interest at all.

Think whether instability and disturbances in the country are beneficial to the country. Without working, you will never fully enjoy the taste of independence although you may regain it. I dare say that whichever government come to power, a communist government or socialist government or whatever government comes to power, you won't do without these two things. When independence comes to this country Burma the duty to safeguard the independence is the duty of the Burmese people themselves.

Today, I will frankly tell you this. If you want to enjoy the
independence in the future, you must work, you must be disciplined. You must get rid of yourselves of all bad ways and bad habits.

"When the communists are unable to attack us using workers they are now thinking of using the students to attack us. Among the members of the executive committee of the All Burma Students Union are those who are under the influence of the communists. The communists control the All Burma Students Union through these members. The ABSU through the influence of these members, decided to get the students in the whole country go on a strike and at that time we were rather busy in connection with the talks to be held in England."

"The plan of the communists was to turn out many "Bo Aung Gyaws" while the AFPFL (Hpa-Hsa-Pa-La) was on the government. Then, they will point an accusing finger at the AFPFL and set the people against the AFPFL. What an evil and ruthless plan!"

"Since the communists have not succeeded in attacking the AFPFL using the students, they are now attacking us using the peasants.

The looting of rice-in the districts and townships was undertaken according to the decision of their Pyu Conference. I don't need to have to explain why they are looting rice. Are they looting rice because they are really starving or because they want to push the AFPFL into a tight corner? This has been made plain in the explanations given by the Minister for Home".

"Now that the people have heard what I said, I believe that they will come to realize how the communists have made use (or misuse) of the workers, students and peasants just to seize power for themselves. These communists are rather too clever. The whole country will have to regard them as mentor in the matter of trying to attain power not by legal means but by foul means and dirty tricks."

"Carry out political work using whatever means which is legal, just and fair. We will do our utmost to protect such persons according to law. But, if they try to cause the disintegration of the nation adhering to the evil notion of "Spoil the meat if one cannot eat it". I hereby warn them that we shall strike at them using all our strength."

1947)
