A U.S. destroyer is following a North Korean ship suspected of carrying illegal weapons toward Myanmar in what could be the first test of new U.N. sanctions against the North over it's recent nuclear test, said leading T.V. network YTN of South Korea. Can the world stop North Korea from doing anything?
